MINUTES

 

1. Present: County, District and Parish councillors, Melbourn Village Plan representative, SCDC Licensing, Neighbourhood Watch, Police representative, Melbourn Village College assistant principal, SCDC Cambs Partnerships Officer.

 

2. Apologies: One Parish Councillor, ASB Case Worker, CCC Locality Manager, MVC Arts Coordinator.

 

3. Minutes of last meeting: approved

 

4. Matters Arising not already on the agenda: none

 

5. PSG Annual Report to approve.  Some changes suggested: to include emphasis on need for better public transport for young people, and role for PSG in supporting the excellent work of the Melbourn Village Plan as it moves into the implementation phase.  Continuing strong links with the Village College was felt to be of special importance.  Report attached below.

 

6. Transport for young people in the Melbourn Division

SCDC Partnerships Officer with responsibility for Community Transport issues, gave a brief overview of current projects in the district, including Community Connect (focusing on the development of a Bike Bank project) and liaison with community transport providers, including work in Melbourn to develop lifts to Youth Clubs.  Various strands of work under the ‘localism agenda’ had highlighted the dearth of transport options available to young people.  Discussion on encouraging response to the county council’s current bus consultation, which MVC would try to foster.  SCDC can’t manage individual community transport projects, but it can offer helpful advice and point to possible resources.

 

7. Updates:

a. Melbourn Area Youth Development (Youth Club): A grant application had been made to the IYSS Transformation Fund.  The aim was to provide administrative help to MAYD to pull strands of volunteer efforts together and to manage grant applications. PSG Chair would be available to discuss with the decision-making committee during the coming week.  MVC had been working with Youth Club leaders on ideas for making the youth club premises as inviting as possible.  Teething problems with lifts to youth club but it was felt that these could be overcome.

 

b. Melbourn Village College –  as mentioned under items 5, 6 and 7a.  Also, possibility of allowing Year 11s to leave college grounds at lunchtimes, unsupervised.  General support, but with idea of combining new independence with development of community responsibility, along the lines of previous community work supported by the PSG – e.g. the carnival project at Vicarage Close, and the litter pick at Meldreth Station.  This would be explored by MVC and reported back to PSG.

 

c. Melbourn Community Hub: The parish council had unanimously supported the Hub project and a planning application to SCDC was imminent.  Many strands were already being explored in detail, including a CAB presence.

 

d. Melbourn Village Plan implementation:  work to develop the Implementation Team now underway and an event planned for December 3rd to report back to village representatives.  Support from the PSG was felt to be vital.

 

e.  Melbourn Police issues – report attached.  A noticeable theme of reporting groups of young people who were not causing any trouble at all.  A very quiet period overall.

  • MELBOURN HOUSEHOLD, BACK DOOR LEFT OPEN?? ELECTRICALS STOLEN.

ROBBERY 1

  • 2 BOYS WERE WALKING DOWN THE HIGH STREET AND HAVE BEEN APPROACHED FROM BEHIND, VIOLENCE HAS BEEN USED TO OBTAIN A BLACKBERRY. VICTIM WAS ASSAULTED BUT SUFFERED MINOR INJURIES. OFFENDERS BELIEVED TO BE IN A CAR.
